RETIREMENT OF SMT ANNIE GRACE, AIR, VIJAYAWADA












Smt. Annie Grace, Heal Clerk, All India Radio, Vijayawada will be retiring from Government Service on 30.06.2016.  She joined at All India Radio, Vijayawada on 29.08.1979 as C.G.II.  She was promoted as C.G-I on 04.04.1989 and transferred to All India Radio, Kothagudem. She also worked at All India Radio, Hyderabad  as U.D.C.  She was promoted as Head Clerk  in 2013 and posted at All India Radio, Vijayawada.  She has completed 36 years of service in AIR & DD.  She has always maintained good and co-cordial relations with her colleagues.    ADASA wishes her a very peaceful and healthy retired life.

GOVERNMENT OF INDIA HAS ACCEPTED THE RECOMMENDATIONS OF VII CPC AS IT IS. NO ENHANCEMENT IN FITMENT AS EXPECTED BY EMPLOYEES. GOVERNMENT HAS NOT PAID ANY ATTENTION ON THE STRIKE NOTICES ISSUED BY DIFFERENT FEDERATIONS.

2. ALLOWANCES WILL CONTINUE FOR SOME TIME

This is to draw your humble attention towards our Grievance petition vide Registration no. PMOPG/E/2016/0197030 which has been forwarded to you on 09.06.2016 by the PM Office with regard to the extension of the benefit of the up-graded pay scale to the Administrative Cadre/Left out cadre vide MIB Order No. 310/173/97-B(D) dated 25.02.1999 which might be under active and positive consideration.

In the meantime, it is to bring to your humble notice that in a reply to RTI application dated 23.05.2016, the Under Secretary & CPIO, Ministry of Finance, Department of Expenditure, E.III (A) Branch, New Delhi vide reply letter no. 7/4/2016-E.III-A (238) dated 10th June 2016 has replied in para-7 and 8 which are reproduced hereunder:-

Para-7. The COJS held various meetings and also met various Union/Association to hear their views in the matter. After detailed deliberations in the meetings the COJS recommended the following:-

(i)                The upgraded pay scales granted to 11 categories vide order dated 25.02.1999 may be withdrawn. This is in consonance with the spirit of the then Cabinet decision according to which the employees were not to be entitled to the upgraded pay scales in the event of their not getting absorbed in Prasar Bharati. It may also be mentioned in this context that the new recruits were, in any case, not being granted the upgraded pay scales. These 11 categories would, therefore, be entitled to pay scales drawn by DRs.
(ii)              In view of the fact that the 11 categories which were granted higher pay scales have been drawing these pay scales for a long period and the sudden withdrawal of these scales would lead to a drop in their emoluments, it is recommended that treating these as cases of hardship, their basic pay may be protected till their next promotion/retirement, whichever is earlier.

Para- 8. However, the recommendations of COJS could not be placed before the GOM as the GOM constituted by the outgoing Government could not meet during the tenure of previous Govt. The new Govt. however scrapped the concept of GOM. The recommendation of COJS lost its sanctity and accordingly the recommendation of COJS became redundant.

Thus, after conjoint reading of the aforesaid replies, it evidently establishes that the benefit of upgraded pay scales granted to all the 11 categories of employees is still in existence/intact.

In view of the above factual matrix during the intervening period and taking the grounds as adduced in our grievance petition under reference into true perspective, it is humbly requested to consider our demand for the extension of the benefit of the upgraded pay scale at par with the 11 categories of employees vide order dated 25.02.1999. A Copy of RTI reply dated 10th June 2016 along with its relevant enclosure is appended herewith for your kind perusal and record.

We humbly solicit efficacious consideration of our longstanding qualified demand.

ADASA MEETING WITH ADG SHRI NAIDU !!


Prasar Bharati Member(P) Shri Suresh Chandra Panda and ADG, DG:Doordarshan Captain P.A.Naidu have visitited Doordarshan Kendra, Hyderabad on 13.06.2016.  ADASA Zonal Chairman V. Srinivas, Joint Secretary P. Ravikumar, Executive Member Smt B. Janaki along with other Members have met Shri Naidu. Chairman and Joint Secretary have brought the recent indiscriminate transfers by the Zonal Station, AIR, Hyderabad to the notice of ADG.  ADASA told that Association is not opposing the transfers but requesting to accommodate the employees at nearby places taking their financial position into consideration.  ADASA has also brought the issue to the notice of ADG about the non-grant of MACP to some of the employees who are regularised against the  posts in other Zones.

ADG Shri Naidu has received the ADASA Members in a very cordial manner and assured the members to settle the issues within two days. He suggested the Association that Administrative staff should guide the officers along with rule position for smooth functioning of office and to avoid legal and other complications. Chairman conveyed sincere thanks to Shri Naidu for sparing his valuable time.

MINUTES OF MEETING ADASA HAD WITH JS, MINISTRY OF I&B


MINUTES OF THE MEETING HELD ON 06.06.2016 WITH THE JOINT SECRETARY, MINISTRY OF INFORMATION AND BROADCASTING,
NEW DELHI  

Consequent upon fixing of appointment with reference to our letter dated 02.06.2016; the Association bearers of the National Council met with the Joint Secretary (BAP), Ministry of Information and Broadcasting, New Delhi on 06.06.2016 and discussed various issues at great length. The deliberations of the meeting are detailed below:-
Nature of issues
Details of resolution of the grievances
Filling up the vacancies of 20% DR Quota in the cadre of HC/Asstt.
The matter will be resolved within two week’s time at the level of MIB by issuing suitable direction to the PB.
Cadre Review

The matter will be taken up with the PB within two week’s time.
Amendment to the Recruitment Rules
The matter will be taken up within two week’s time.
Pay Anomaly
The concerned file is still under process.

OFFICE COUNCIL MEETING

Office Council Meeting with all Recognized Associations in Prasar Bharati was held on 30.05.2015 at Directorate General, All India Radio.  Shri Shailendra Kumar, ADG has Chaired the meeting.  Shri S S Somai, Vice-Chairman and Shri Rajbir Singh Maan, Organizing Secretary of ADASA have attended the meeting.  The following points were raised during the meeting.

1.    Any decision taken for the welfare of employees should be implemented to all cadres Working in Prasar Bharati. 
2.     Ad-hoc promotions should be considered for Administrative Staff as being considered in Programme Cadre.  As there are many vacancies lying in the cadre of Administrative Officers and DDAs.
3.     Transfer of 11 employees in AP & Telangana Zone against the transfer policy which is being followed for many years in the zone.

The matter has been referred to SII Section.  ADASA NC will have a meeting with Shri Ansari DDG on the issue.
