GOVT PROPOSES PERFORMANCE BASED INITIATIVES TO CG EMPLOYEES


Government has proposed to give performance-based initiatives to its employees to boost their efficiency and productivity. "Government of India has accepted in principle the recommendation of the Sixth Pay Commission for introduction of a  Performance Related Incentive Scheme (PRIS) in the form of pecuniary benefit over and above regular salary, based on the targeted performance and performance parameters, out of the Non-Plan budgetary savings, for the Central Government employees," Minister of State for Personnel V Narayanasamy told Lok Sabha in a written reply.  He said successive pay commissions, starting from Fourth Pay Commission, have recommended rewarding better performance and some form of performance-related reward. "Separately, a Performance Related Incentive Scheme has also been recommended for all Central Government employees," he added.

GoM'S RECOMMENDATIONS ON PRASAR BHARATI TO BE IMPLEMENTED SOON:SMT SONI


The Govt would soon implement the recommendations of Group of Ministers, constituted to look into the problems of Prasar Bharati, which has been facing several financial and administrative issues since its inception, the Lok Sabha was informed on 28th this month. In a written reply, Information and Broadcasting Minister Smt Ambika Soni said the GoM considered various issues and made recommendations for improving governance and financial management of Prasar Bharati.
The recommendations included setting the status of employees serving in the organisation by making suitable amendments in the Prasar Bharati (Broadcasting Corporation of India) Act, 1990, and filling up of certain essential posts to address the manpower issue, the Minister said, adding that it also recommended extending financial assistance to Prasar Bharati to meet 100 per cent expenses of salary and salary-related expenses and augmentation/replacement of capital assets.
The Ministry was in process of seeking aproval of the Cabinet to implement the recommendations, she added.

RETIREMENT OF SHRI M VENKATESWARLU, SAO







Shri M Venkateswarlu, Senior Administrative Officer working at All India Radio, Vijayawada will be retiring from service on 31st August 2012.   He has worked for almost three and half decades in the organization in various capacities from LDC to SAO.  He is known for his simplicity and has quest for knowing new things.  It is a rare opportunity to retire from service at the same station where he has entered into service 35 years ago.  ADASA wishes him a happy and peaceful retired life.

RECRUITMENT RULES OF PB UNDER CONSULTATION OF MINISTRY


There are nearly 8,469 vacancies in All India Radio and 5,753 posts vacant in Doordarshan and the shortage of staff was affecting the functioning of public broadcaster Prasar Bharati, the Information and Broadcasting Ministry today said. "There are approximately 8,469 posts vacant in All India Radio and 5,753 posts vacant in Doordarshan in various categories. These vacancies have arisen due to retirement, resignation and death of officers/staff," Minister of state in the I&B ministry C M Jatua said.
"The shortage of staff has affected the functioning of Prasar Bharati," he said in response to a question in Lok Sabha. Jatua also said the proposal for setting up of Prasar Bharati Recruitment Board for recruiting employees and for framing recruitment Registrations Rules in respect of Prasar Bharati employees is under inter-ministerial consultation. "Prasar Bharati recruitment can commence as soon as these are approved," Jatua said.

PRASAR BHARATI LOST RS.4,224 CR IN LAST THREE YEARS

The public broadcaster Prasar Bharati has been running into losses for years and it has now attained alarming proportion. In a reply to a question in the Rajya Sabha, the minister for state of information and broadcasting S Jagathrakshakan told the house that since 2009, the public broadcaster has made losses to the tune of Rs 4,224.55 crore. The minister argued that that the Prasar Bharati being a public-service broadcaster could not be guided by commercial motives, though the government had constituted a Group of Ministers (GoM) to look into its functioning. 

To bridge the ever-increasing deficit, the GoM, which looked into the financial, employee and administrative issues of Prasar Bharati, made recommendations that the government should extend financial assistance to the Prasar Bharati from non-plan funds to meet its salary-related expenses from 2011-12 to 2015-16. Apart from this the other recommendations of GoM are that the accumulated arrears of space segment and spectrum charges of Prasar Bharati should be waived off up to May 2011. The GoM in its report has also asked that the interests that have been accrued on the loans provided by the government to the Prasar Bharati should be waived off. 

In the year 2009-10, Prasar Bharati incurred a cost of Rs 2,682.80 crore, while it earned only Rs 1,176.26 crore, thus earning a loss of  Rs  1,506.54 crore. The losses in the subsequent years were Rs 1,236.76 crore in 2010-11 and Rs 1,481.25 crore in 2011-12.

RAJIV TAKRU TRANSFERRED TO HEALTH MINISTRY

 Shri Rajiv Takru, until now Additional Secretary in the Information and Broadcasting Ministry, has been transferred to the Department of Health and Family Welfare as Additional Secretary and Financial Adviser.  The appointments Committee of the Cabinet (ACC) has approved the appointment in place of Ravinder Kumar Jain, IAS, on his relinquishing the charge of the post.  Takru, an Indian Administrative Officer from Gujarat Cadre from the 1979 batch, had on 13 October 2010 assumed charge as Additional Secretary in the I&B Ministry in place of Uday Kumar Verma, an IAS officer from Madhya Pradesh in the 1976 batch, who came back to the Ministry early this year as Secretary.
Takru also held charge as CEO in Prasar Bharati, until new CEO Jawahar Sircar took over earlier this year. Prior to his appointment in I&B, Takru was Director General of National Institute of Fashion Technology under the Ministry of Textiles

COJS RECOMMENDATIONS ON PRASAR BHARATI SCALES


You are aware that the wage discrimination is continuing in Prasar Bharati for more than a decade. To set right the issue,  Group of Ministers have met repeatedly and finally formed a committee with Joint Secretaries to look into the matter.    The recommendations of COJS are produced as it is for information of members.

The committee noted that the Government introduced the Assured Career Progression (ACP) Scheme, in September, 1999, by which the employees were given two up gradations on completion of 12 and 24 years of service.  These orders were issued subsequent to the approval of the proposal to grant higher pay scales.
It would also not be out of context to mention that while the categories other than 11 which were upgraded, are demanding the upgraded scales granted to these 11 categories, the demand of NFADE is that, if other categories are upgraded, then one step higher pay scales should be given to the 11 categories which were upgraded.  The demand is not based on any functional justice.
RECOMMENDATIONS:
Keeping all the above factors in view, the Committee is of the view that  apart from the fact that no change is possible in the case of cadres identified by Prasar bharati as exclusive to them, there were also no justification to continue with the higher pay scales in respect of the 11 categories which were upgraded on account of the fact that all employees recruited upto 05.10.07 shall be on deemed deputation and shall be entitled to the pay and other benefits as admissible to an employee of the Central Government.  These upgraded scales should therefore, be withdrawn.
To sum up the Committee therefore recommends as follows:-
(i)                 The upgraded pay scales granted to 11 categories vide order dated 25.02.1999 may be withdrawn.  This is consonance with the spirit of the then Cabinet decision according to which the employees were not to be entitled to the upgraded pay scales in the event of their not getting absorbed in Prasar Bharati.  It may also be mentioned in this context that the new recruits were, in any case, not being granted the upgraded pay scales.  These 11 categories would, therefore, be entitled to pay scales drawn by direct recruits.
(ii)               As far as the other categories are concerned, they have been given the pay scales recommended by the Fifth Pay Commission and subsequent replacement scales recommended by the Sixth Pay Commission based on their qualification and other criteria.  Any disturbance of these pay scales maya generate demand from various other categories in the Central Government which have similar qualifications.  The demands for higher pay scales in the case of these categories has arisen due to the higher scales granted to the 11 categories and since, in the case of the 11 categories, it is proposed to withdraw the upgraded scales which was the basis of their demand for higher pay scales, this issue would be settled. 
(iii)             In view of the fact that the 11 categories which were granted higher pay scales have been drawing these pay scales for a long period and the sudden withdrawal of these scales would lead to the drop in their emoluments, it is recommended that treating these as cases of hardship, their basic pay may be protected till their next promotion/retirement, whichever is earlier.  Many of the employees may have already retired and recovery of pension should not be possible.  This would also mean that no recoveries of any amount already paid due to grant of higher pay scales earlier would be required to be made.
(iv)             Some of the Associations referred to stagnation in their cadres.  The specific requirements of various cadres can be taken care of by cadre restructuring and better cadre management without altering the pay scales.  

(v)               Any other issues related to withdrawal of the higher scales can be examined by file by Ministry of I&B in consultation with DOPT/Ministry of Finance.




  Now the hight of the issue is, Prasar Bharati has called for the views of all Associations on 05.08.2011  on the above issue.  By today i.e. on 05.08.2012 it has completed one year.  Neither the Ministry nor Prasar Bharati could take any action on Wage discrimination.
