MP CAN'T BE PB MEMBER - SHYAM BENEGAL

The Centre’s proposal to induct film-maker Shyam Benegal in the board of directors at Prasar Bharati has been struck down by the parliament committee. The reasons — Benegal is a member of parliament in the Rajya Sabha and hence cannot hold any office of profit. Prasar Bharati is a government of India owned corporation registered under the companies act. The new board of directors for Prasar Bharati had nominated Benegal’s name to appoint him as a member. The ministry of information and broadcasting conveyed the decision to him. But, before making the decision, the director referred the matter to the chairman of the Rajya Sabha, Hamid Ansari, for his permission. The question being debated was whether a Rajya Sabha member, who was a presidential nominee, could hold a private office. The ministry of parliament affairs and ministry of information and broadcasting found nothing wrong in an eminent director playing a significant role as a board member in Prasar Bharati. But the parliament committee on offices of profit, under the chairmanship of Revati Raman Singh, believed otherwise. The committee felt if Benegal was allowed to take up the role in Prasar Bharati, he would have to relinquish his charge as MP. The argument given was that as a board of director of Prasar Bharati, he would have voting rights on all policies and financial decisions of the board. As per the provisions, he would draw Rs2,000 per meeting, but an MP is entitled to Rs1,000 for any committee meeting. Earlier in the year, journalist and author Mrinal Pande was named the new chairperson of Prasar Bharti. Along with Benegal, journalist Suman Dubey and film-maker Muzaffar Ali had been also been appointed on the board.

INDIAN RUPEE GOT SYMBOL



The Indian rupee will now have its own symbol, a mix of the Devanagri ''Ra'' and Roman ''R'', and becomes the fifth currency in the world to have a distinct identity. The new Indian rupee symbol is designed by IIT post-graduate D Uday Kumar and has been approved by the Union Cabinet today. Uday Kumar's entry was chosen from among 3,000 designs competing for the currency symbol and Uday will get an award of Rs 2.5 lakhs. The new Indian rupee will now join the elite club of US dollar, British pound-sterling, Euro and Japanese Yen to have its own symbol. Smt. Ambika Soni, the Information and Broadcasting Minister, told the reporters that this Indian rupee symbol will be printed or embossed on currency notes or coins.

Ambika Soni further added that the government will try that the symbol is adopted within six months in the country and globally within 18 to 24 months. The symbol will feature on computer key boards and softwares so that it can be printed and displayed in electronic and print. Soni said it would also help in distinguishing the Indian currency from rupee or rupiah of countries like Pakistan, Nepal, Sri Lanka and Indonesia.

OPTION FOR PAY FIXATION ON UPGRADATION

Ministry of Finance has issued a circular for exercising option on up-gradation of Pay for implimentation of VI CPC.. Employees who were granted up-gradation of pay between 01.01.2006 to the date of notification of these Rules can opt for fixation of pay which will be beneficial to the employee. But the employee have to repay the arrears if any on re-fixation, after the implimentation VI CPC from 01.01.2006. However, there is a request before the JCM to waive the arrears.

EXPECTED DA & ALLOWANCES ! !

The all India consumer price index for Industrial Workers has been raised by 3 points in January 2010 and stood at 172 points [Source: Labour Bureau, Govt. of India]. It was 169 in December 2009. The D.A due for Central Govt. Employees will also rise to 37% as on 01.02.2010. Hence it is presumed that, the DA due w.e.f. 01.07.2010 would be more than 45% in case the present trend continues and Government is not take any action for reducing the price raise.

Some more additional points…
1. The allowances which are to be increased 25% after 50% of DA…?
• HRA and Transport Allowances are not included for 25% increase when DA reaches 50% and above.
• However, the TA/DA on Tours and Transfers will be increased by 25%.
o As per Min of Fin. order No.F.No.19030/3/2008-E.IV, Dated 23.09.2008, the TA/DA rates mentioned in Para 2 D (b) and (c) (mileage for road journey by taxi / own car / auto rickshaw / own scooter / bicycle etc.), Para (3) (all components of daily allowance on tour including rate of DA for journey on foot) and Para 4 (c) (rates of transportation of personal effects) of this Annexure, shall automatically increase by 25 % whenever DA payable on the revised pay structure goes up by 50 %.
• The Children Education Allowance also to be increased by 25%.
• The other allowances are Cycle Allowance, Washing Allowance, Cash Handling Allowance, Special Allowance, Night Duty Allowance, Split Duty Allowance, Special Compensatory [Hill Area] Allowance, Bad Climate Allowance, Tribal Area Allowance, Special Compensatory [Remote Locality] Allowance and Project Allowance.
2. Once DA rate reach 50%... Will it be merged with basic as DP and all allowances will be changed or not?
• The Pay Commission has not recommended the merger of DA with basic pay as DP.
• Please see Para 4.1.18 of the Report wherein the commission recommended that "Logically, therefore, conversion of dearness allowances as dearness pay should invariably be accompanied with simultaneous revision of the base index.
• This conversion, however, is not necessary in the revised structure being recommended where increments are payable as a percentage of the pay in the pay band and grade pay thereon and provision has been made for all allowances/benefits to be revised periodically linked to the increase in the price index.
• The Commission is, therefore, not recommending merger of dearness allowance with basic pay at any stage."

ABSTRACT OF THE MINUTES OF GOM MEET HELD ON 17TH JUNE

The agenda note was considered in the light of the representations from employee organizations like NFADE, ADASA, Doordarshan Core Professionals representing Cameramen and other categories of employees. After due deliberations it was decided that a Committee of four Joint Secretaries, one each from the Finance Ministry (Department of Expenditure), Ministry of Personal (Department of Personal & Training), Ministry of Information & Broadcasting and the Ministry of Law & Justice (Department of Legal Affairs) may be constituted to look into the specific issues relating to disparity in pay scales and other related issues for categories of employees that are exclusive to the Ministry of I&B, Prasar Bharati, ansing out of upgraded pay scales granted to eleven categories of employees of Prasar Bharati as per the decision taken in 1998. The committee shall submit its report by 31st August 2010.

The issues relating to disparities in pay scales of common administrative categories of employees like LDCs, UDCs and other ministerial cadres would not be considered by the Committee, as this would have wide ranging implications. :(

On the demand of NFADE to repeal the Prasar Bharati Act, the GOM strongly felt that such a demand not fall within the purview of the mandate given to GOM.

It was decided that the Recruitment Regulations and service conditions for all categories of employees and the proposal for constitution of the Recruitment Boards will be finalized and placed for the consideration of the Prasar Bharati Board latest by 31, 2010. The Prasar Bharati Board will take a decision on these proposals by August 31, 2010.

Action taken on the minutes of the first meeting of GOM held on 16.04.2010 was then taken up for review and the following decisions were taken.

PAY PARITY OF LDCs AND UDCs IN PB DROPPED BY GOM

It is known to all administrative staff in AIR & DD that the GOM has met to consider the demand of Prasar Bharati Scales to left over cadres who are not in receipt of Prasar Bharati Scales. The idea behind this is only to remove the disparity among employees and to put an end to wage discrimination in the organization followed hither to. But surprisingly and to the untter dismay and shock, it is reliably learnt that the committee which is being constituted to consider the demand of Prasar Bharati Pay Scales is considering the case of all cadres leaving LDCs and UDCs of Administrative Staff. The only reason for not considering our case appears to be an apprehension that there will be cascading effect. If it is true, our National leaders should immediately appraise correct position. Members may recall when Telecom Department was converted into corporation all the employees including administrate staff were granted corporation scales and likewise in Indian Airlines also. There are ump-tine number of occasions when a government departments are converted in to autonomous bodies, the staff working in such departments were absorbed in such corporations/PSUs en mass and were granted pay scales of that Corporation/PSUs. But it never lead to any cascading effect. By any stretch of imagination one can not understand, how it leads to cascading affection in our case. This should be presented effectively before the governement as a last chance.
